The Department of Career Services (DCS) oversees the Commonwealth's network of One-Stop Career Centers, that assist businesses in finding qualified workers and providing job seekers with career guidance, as well as referral to jobs and training. DCS strengthens the Career Center system through continuous improvement processes, and innovative business practices that maximize resources, foster partnerships, and engage employers to ensure a skilled, motivated, and adaptable workforce capable of meeting the emerging labor market needs of the Commonwealth, now and in the future.
The Grants Management Specialist III, Grants and Projects Specialist, for the MassHire Department of Career Services (MDCS) Policy and Program Operations department maintains primary fiscal and program responsibility for National Dislocated Worker Grant (NDWG) and other MDCS grants and projects. Responsibilities include application development (budget, narrative related forms and products), project design, including performance indicators, related technical assistance, program oversight and project management, as assigned.
This individual also maintains responsibilities related to federal compliance, quality-control, general grants management processes and products, and fiscal and technical support to other MDCS departments, including data organization and management.
Additional responsibilities may be related to the biennial Workforce Board Certification and Annual Local Business Plan processes as well as back-up support for multiple fiscal and program staff activities.
Interaction occurs with high level program and fiscal managers for Special Projects, NDWGs and Trade Adjustment Act as well as State and Federal managers and professional staff.

Minimum Entrance Requirements:
Applicants must have at least (A); four years of full-time, or equivalent part-time, professional, supervisory, managerial or administrative experience in public administration, business administration or business management, and (B) of which at least two years must have been in grants management, contract administration or contract management work, or (C) any equivalent combination of the required experience and the substitutions below.
I. An Associate's degree with a major in business administration, public administration, or business management may be substituted for a maximum of one year of the required experience.*
II. A Bachelor's or higher degree with a major in business administration, or business management, may be substituted for a maximum of two years of the required experience.*
- Education towards such a degree will be prorated on the basis of the proportion of the requirements actually completed.
Note: No substitutions will be permitted for the required (B) experience.
